Union County: Open Thread

In my unofficial capacity as recount observer in Union, I tallied the signatures in the voter signature books and compared the totals to the reported totals. The official observers were not close enough to the recounters to confirm the ballots were properly placed into the different candidate stacks. Nor did they observe the machine count but instead listened to the Assistant Director read off the numbers.
The Chairman of the BOE advised the precincts selected for recount were so chosen based on number of votes, to meet the 3% criteria (rather than a random sample).
When the Chairman first tried to refuse to let us touch the voter registration books, the training did prepare me to offer that they turn the pages while I tallied each page. Somehow, the training did not adequately inform the official observers that they had to actually observe each ballot. They did know they weren't allowed to touch them.
For these reasons I conclude the Union Conty recount wasn't fully observed and the 3% sample was not random.
